Whenever gateway link is connected, SCM send all subscriber date to gateway.
SCM will send date to gateway only when subscriber date is changed.

8. [-/-/Korea] Depending on the version up of iOS, Push message is not delivered on real-time. The format of the Push message was changed to resolve this issue.
